                         CHE Consults Stakeholders on Monitoring & Evaluation

 

The Council on Higher Education (CHE) held a 2-day stakeholder consultation workshop at the Victory Hall at Moshoeshoe II on 11th – 12th December 2023. Participants included representatives of Higher Education Institutions (HEIs), professional bodies and key Government Ministries. The purpose of the workshop was to engage stakeholders towards development of a framework for monitoring and evaluation (M&E) of higher education quality assurance initiatives.

 

Strengthening M&E in this regard is critical for effectiveness of the quality assurance system in the Higher Education sub-sector. The importance of internal M&E within HEIs including collection, analysis and utilisation of data for decision making was emphasised. Once HEIs have robust internal M&E systems both their institutional audit and programme accreditation outcomes would improve significantly. HEIs are therefore, expected to have fully functional M&E systems for their internal quality assurance which would draw from the national M&E Framework to be developed by CHE as an external quality assurance agency.

 

CHE will use the inputs collected through the workshop to develop M&E Framework and Guidelines for quality assurance in higher education. Once completed and approved, the framework will be used by CHE, HEIs and other stakeholders. Thus, reports compiled from this M&E system will be used to inform HE quality assurance related decisions at both the national and institutional levels.
